Mike Boller is the Acting Director of the Enterprise Planning & Investment (EP&I) Directorate within the Department of Defense’s (DoD) Business Transformation Agency (BTA).
Mr. Boller retired from active duty in 2004, as the Executive for Programming for the United States (U.S.) Army where he developed and managed the $681 billion 6-year programming process for over 1,200 individuals in 50+ organizations for the Chief of Staff, Army. While in this capacity, he played a significant role restructuring of the Planning, Programming and Budgeting System (PPBS) into a more streamlined Planning, Programming and Budgeting Execution (PPBE) system. His leadership role on the Financial Management Transformation Team and contributions to the Aldridge Study led to the important data restructuring work as well as the restructuring of the Planning, Programming and Budgeting System (PPBS) into the current Planning, Programming, Budgeting, and Execution (PPBE) system.
He also served as the Senior Integration Officer for Army Battle Command Systems (ABCS) where he was a key contributor for the ABCS and the Global Information Grid (GIG) Capstone Requirements Documents, and as a Modeling and Simulation Team Chief/Study Director for the Training & Doctrine Command (TRADOC) Analysis Center. He has served in a variety of command and staff positions in the U.S., Germany, the Middle East and Korea.
In 2004, Mr. Boller was the Global Force Management Data Initiative (GFM DI) Program Integration Manager for the Joint Staff, J-8. He was responsible for the development and implementation of GFM data throughout the DoD, including the writing and adjudication of the Organizational and Force Structure Construct DoD Instruction.
In October 2006, Mr. Boller came to the BTA where he was assigned as the Deputy Director from October 2006 to June 2009. He played a key role in developing and implementing Business Capability Lifecycle process guidance to support more informed business investment decisions and faster business capability delivery to the DoD Enterprise.
Mr. Boller holds a Masters of Science in Mathematical and Computer Sciences from the Colorado School of Mines and a Bachelor of Science in Business Administration (Accounting) from San Diego State University.
