Ms. Rowe Campbell
Chief of Staff
Ms. Campbell is the Chief of Staff (CoS) for the Business Transformation Agency. As the CoS, she is responsible for providing the Director with a common operating picture of the enterprise and directing the general management of the agency in the areas of communication, information technology, human resources, financial management, security, support and legal.
Prior to assuming her new duties, Ms. Campbell served in dual positions as the Director of the Chief Financial Office (CFO) Compliance Division, and for two years on a rotating basis, served as the Acting Executive Director, Financial and Business Operations and Comptroller for the Defense Contract Management Agency (DCMA). As the Director for CFO Compliance, she served as the Agency Comptroller’s technical expert on the CFO Act, to include administering and managing all aspects of the Agency’s Audit readiness, managing financial and accounting operations, financial reporting and business modernization efforts. As the Acting Executive Director/Comptroller, her duties included strategic and contingency planning, resourcing and budgeting, agency review, assessment and evaluation.
Ms. Campbell has extensive experience within the Department of Defense, covering all aspects of financial management and reporting, configuration and data management, and logistics. She has worked for the DCMA, the Navy, the Defense Information Systems Agency, the Defense Logistics Agency and in private industry.
Ms. Campbell is a member of the Defense Acquisition Corps and is Level III certified in Information Technology (former Communications – Computer Systems). She earned a bachelor’s degree in Social Science (Economics) from Saint Mary’s College in St. Mary’s, Maryland. She also earned a Master of Science Degree in National Resources Strategy from the Industrial College of the Armed Forces in Washington, D.C.
