Mr. Keith E. Seaman

Mr. Keith E. Seaman, a member of the Senior Executive Service, is the Business Transformation Agency’s (BTA) Acting Director, Defense Business Systems Acquisition Executive (DBSAE). As the Component Acquisition Executive, Mr. Seaman executes Milestone Decision Authority responsibilities and directs acquisition decisions for DoD’s Enterprise business systems $400 million portfolio across several key business disciplines.  He is certified Level III in Program Management and is a member of the Defense Acquisition Corps.  His responsibilities encompass planning, executing and ultimately driving change within the DoD through transformative acquisition concepts.

Prior to joining BTA, Mr. Seaman served as the Air Force’s recognized authority for Command and Control (C2) Modeling and Simulation (M&S) as the Senior Advisor for the Secretary of the Air Force’s Office of Chief Warfighting Integration and Chief Information Officer. In this role, Mr. Seaman worked to enhance mission planning, distributed mission operations and multi-disciplinary technology integration in order to rapidly respond to priority combat capability requirements. His leadership led to the delivery of a dynamic, live, virtual and constructive environment to elevate warfighter readiness, accelerating acquisition and development of emerging warfighter capabilities.

Mr. Seaman also served as Chief, Operations Integration Division in the Operations Directorate at U.S. Transportation Command, responsible for the command’s Defense Transportation System portfolio management and Enterprise-wide information technology initiatives. He oversaw the operational process requirements definition and directed a multi-million dollar information technology initiative that included the development of the Global Transportation Network Integrated Data Environment, Single Mobility System, Agile Transportation for the 21st Century, Operations Knowledge Wall/Dashboard and the futuristic Single Operating Environment for Transportation.

Mr. Seaman is a retired Air Force officer with 27 years of service. During his military career, his experience spanned the diverse disciplines of intelligence, fighter operations, arms control, production management, planning, policy and operations.

Mr. Seaman holds a Bachelor’s degree in Financial Business Management from Cameron University, and Master’s degrees in Middle East Studies from Southwestern Baptist Theological Seminary and National Resource Strategy from National Defense University’s Industrial College of the Armed Forces. He is married to the former Miss Elk City, Colleen Denny, and their daughter, Christen, a published author, is attending medical school at West Virginia University.
