This figure depicts the high-level lifecycle process of a business capability from its initial identification, problem definition, investment, acquisition and implementation. This process, referred to as "Business Capability Lifecycle (BCL)" accelerates delivery of business capabilities. It applies to programs and large information technology systems that deliver DoD business capabilities. Programs following BCL are assessed at critical points by BCL governance authorities before they may advance to the next phase of the lifecycle.
