BCL represents the complete lifecycle framework for defense business capabilities. It has three phases: Business Capability Definition, Investment Management and Execution. It merges three major DoD processes to provide a single governance and decision support framework to enable faster delivery of business capabilities.
BCL creates efficiencies by merging CJCSI 3170.01G, Joint Capabilities Integration and Development System (JCIDS), DoDI 5000.02 Operation of the Defense Acquisition System (DAS) and the Investment Review Board (IRB) / Defense Business System Management Committee (DBSMC) governance bodies (established by sections 2222 and 186, respectively, of title 10, U.S.C) for defense business capabilities and systems.

BCL operates under an efficient, established governance framework - the IRBs and DBSMC. The IRBs make investment decisions and certify business system modernizations over $1 million as compliant to the Enterprise Architecture for defense business systems (the BEA). DBSMC approval of a Certification is required before funds may be obligated. The IRBs and DBSMC also act as advisers to the Milestone Decision Authority (MDA) for large business systems that meet the criteria for Major Automated Information Systems (MAIS) and MAIS programs that are also Major Defense Acquisition Programs (MAIS / MDAP).
Enterprise Risk Assessment Methodology (ERAM) and the Integrated Management Information Environment (IMIE) are important elements of BCL. ERAM gives BCL decision authorities greater insight into program risks and IMIE virtually integrates data from authoritative sources so that decisions are more informed.
