The ETP is the conceptual roadmap that implements the Department of Defense’s (DoD) business enterprise architecture. It defines the path to a transformed DoD enterprise and identifies business investments that provide enterprise capabilities that support the warfighter and decision makers.

The ETP is updated annually. The requirement to develop an enterprise transition plan was established by Section 2222 of title 10, United States Code. The first ETP was delivered to Congressional Defense Committees on September 30, 2005. Currently, there is no requirement for DoD to submit a plan beyond 2013.
The statute that established the ETP requires DoD to submit report its transformation progress to Congressional defense committees (Report on Defense Business Operations) no later than March 15 of each year. It also requires DoD to build and maintain a Business Enterprise Architecture (BEA) against which business modernizations are to be certified. The same statute establishes a governance body comprised of Investment Review Boards (IRBs) and a Defense Business Systems Committee (DBSMC) to make BEA certification decisions for business modernizations over $1 million.
The ETP implements the BEA and is aligned to DoD’s Strategic Management Plan (SMP) which serves as a guide to align business operations with the performance priorities of the Secretary. The SMP and ETP provide important information to DoD leaders to help them evaluate progress, gaps and overlaps between current programs so they can redirect efforts to minimize redundancy and provide needed business capabilities.
FY 2010 ETP
The most recent ETP was released in December 2009, marking the Department’s fifth delivery of an integrated business transformation plan. In the past, a limited number of copies were printed. This year’s version is entirely electronic and is available on line. It complies with statutory requirements and outlines the Department’s transformation plans for the coming fiscal year.
The ETP is developed and maintained by the Enterprise Planning and Investment Directorate (EP&I).
