Synchronized Predeployment and Operational Tracker (SPOT)

The Synchronized Predeployment and Operational Tracker (SPOT) has been designated as the Joint Enterprise contractor management and accountability system to provide a central source of contingency contractor information. Contractor companies are required to maintain by name accountability within SPOT while government representatives use SPOT for oversight of the contractors they deploy. 

Users can gain access SPOT in two steps:

  1. Establish a credential (access method)
  2. Log into SPOT using the credential from Step 1

STEP ONE: ESTABLISH CREDENTIAL

One of four credentials can be established:

  1. Army Knowledge On-line (AKO) accounts
  2. DoD Common Access Card (CAC)
  3. DoD-validated software certificate (soft cert)
  4. Username and password

NOTE: Digital signatures can only be done using the CAC or DoD-validated soft cert.

1. Obtaining an AKO Account

  1. Go to https://www.us.army.mil/
  2. Under New User, click on “Register for AKO.”
  3. In the Army Portal Registration, click on the appropriate account category. (Contractors must select the Sponsored Account option.)

NOTE: Users must register with their given name when applying for an AKO account and when requesting access to SPOT.

2. Obtaining a DoD Common Access Card (CAC)

DoD policy dictates that an authorizing official sponsors contractor personnel and approves issuance of the CAC. Approval is verified through the Contractor Verification System (CVS). A smart card reader and middleware are required accessories for any computer used to access restricted computer networks using a CAC PKI certificates. Eligible contractors must complete Section I and have their Government sponsor complete Section III of DD Form 1172-2 prior to visiting a DEERS/RAPIDS office.

3. Obtaining a DoD-Validated Software Certificate

Other forms of software certificates are issued by a local registration authority (LRA). Below are the current links to several LRAs; note that this information may be subject to change.

4. Obtaining a Username and Password

SPOT username and password accounts enable unregistered users who do not have a CAC, AKO or DoD PKI soft cert a means to access SPOT. This type of account must be requested by a Government user (Government Authority/Administrator or Contracting Officer/Administrator) who has registered with a CAC, AKO, or DoD PKI soft cert.

  1. Click on the Account Information on the navigation bar of the user’s home page.
  2. Select Request Account on User’s behalf.
  3. Read the Proxy Account Request Agreement and click on the red asterisked data field to affirm responsibility and agree to create an account for another person.
  4. Select the user’s affiliation: Company Contractor, U.S. Government Personnel, or U.S. Military Personnel.
  5. Select the role that the unregistered user will be performing.
  6. Enter the unregistered user’s profile information.
  7. Select the unregistered user’s company or Government organization by clicking on the pencil icon.
  8. Enter the unregistered user’s Sponsoring POC information. Click Register.

SPOT automatically sends an e-mail to the Sponsoring POC when the Register button is selected. The Sponsoring POC must validate the unregistered user’s need to access SPOT by sending justification to the SPOT Help Desk. The account will not be activated until the Sponsor’s response is received and validated.

Upon activation, the newly registered user will receive an e-mail with a username and temporary password. The temporary password is 12 alpha numeric characters and symbols and is required to be changed on the user’s first log in.

STEP TWO: LOG INTO SPOT

  • Users with access to AKO, CACs, DoD-approved software certificates (soft certs) or a username and password may register for access to SPOT at https://spot.altess.army.mil.
  • The SPOT Team must validate the user need. This process may take up to two business days for the SPOT Team to contact the individual and their sponsor.
  • Sponsors are normally the supervisor of the requestor - they must be a person who has the authority to agree to the access that the person is requesting.
  • For defense contractors their company supervisors will be contacted to determine the appropriate level of user access.
  • For Government users, access will be commensurate with the level of their Government agency or organization as approved by their supervisor.
  • Upon approval, all users will access SPOT at https://spot.altess.army.mil.
